Troops have new plan (NZ P.A-Reuter—Cop»rioht> EDINBURGH, March 28. The chiefs of Britain’s peace-keeping forces in Northern Ireland have worked out a new plan for dealing with troublemakers there, the British Prime Minister (Mr Heath) disclosed in Edinburgh last night. Mr Heath told Scottish Conservatives: "The real problem in Ulster is to deal with the people who are out to disrupt and cause trouble. ■Die services have put forward proposals which I do not intend to discuss here. “. . . . A small, but very determined and ruthless group of people, who are extremists, are trying to provoke Her Majesty’s forces into actions which would then provoke strife between the communities again. “We are absolutely determined that the forces will not be provoked into taking action of any kind that would undo the good that has been done in the last two years. There can be a future for Northern Ireland only when the two communities are living together peacefully.” Mr Heath added that the Northern Ireland Government’s object, of providing fair and equal treatment for all citizens, was nearing achievement
