Russia and West Germany

Sir,—At the beginning of World War 11, the Soviet Union signed a non-aggres-sion pact with Germany, much to the distaste of the other Powers. This was done to save time to build up resistance to the inevitable attack on the Soviet Union. Recently another peace treaty was made between West Germany and the Soviet Union, It is hoped that this treaty will not suffer the same fate as it did when Hitler sent his armies into the Soviet Union. One would have thought that, with Eastern Germany standing as a buffer between the other two Powers, there would be no need for peace pacts. Perhaps the Soviet Union wants to be secure in the west so as to attack in the east?—Yours, etc., P.J.A. September 18, 1970.
