PUBLIC NOTICES COMMISSION OF INQUIRY INTO NEW ZEALAND MERCHANT SHIPPING IN THE MATTER of the Commission to inquire into and report upon New Zealand Merchant Shipping. NOTICE IS HEREBY GIVEN that: (1) The terms of reference of the said Commission of Inquiry are to Inquire into New Zealand Merchant Shipping operations for the general purpose of recommending what changes are necessary and what tilings should be done to promote a soundly based, adequate and efficient sea transport system, and matters Incidental thereto, and to inquire into, report upon, and make recommendations on: (a) Manpower resources, recruitment, training, engagement, termination of employment, standards of performance and conduct, working conditions, discipline and the handling of personal complaints and grievances, security of employment; (bl The organisation of the industry for industrial relations, purposes and the improvement of industrial relations, including lines of communication and authority, procedures and training in personnel management and Industrial relations: <c> The improvement of maritime operational efficiency and further, having regard primarily to (a), (b) and (c) above, to consider <d) The information available within New Zealand and evidence from New Zealand sources, with a view to recommending on New Zealand participation in sea transport. <•> Matters relating to legislation and administra-

tion affecting the officency of sea transport. (2) The Commission will have its first sitting on August 4, 1970, commencing at 10.30 a.m. in the Board Room of the Tariff and Development Board. Those persons or organisations wishing to make submissions on term, of reference <a) and (b> should ensure that 59 copies of their written submissions are received in the offices of the Commission, no later than 4 p.m. on Wednesday, July 29. 1970.
