CARTER INQUIRY
Findings Called Unacceptable fN Z. Press Association; WELLINGTON, June 12. The Municipal Association of New Zealand considers the recommendations of the Carter Committee of Inquiry into urban passenger transport to be unacceptable. The president Of the association (Mr E. M. H. Kemp), said that the recommendations left a great deal of uncertainty, and in many instances were impracticable. In a letter to the Minister of Transport (Mr Gordon), the association said it was opposed to the transfer of railway urban passenger transport services to local control. It considered an urban passenger transport council to be unnecessary and could see no reason why another Govern-ment-dominated statutory board should be set up to exercise further control over local government
