Mr Alexander Dubcek, the troubled former Czechoslovak leader, has submitted a letter to the Communist Party’s Central Committee which political observers in Prague believe may contain a request to be allowed to resign to avoid the indignity of dismissal from bis last prominent post in public life. Ten days ago, the Central Committee dismissed Mr Dubcek from the Presidium and ordered him to be displaced from his post as chairman of the Federal Assembly.
