The English-language newspaper, “Bangkok World,” said yesterday that if the American troops in Thailand were not directly useful to the country, they were of significant value to the efforts to control Communist aggression in SouthEast Asia. The newspaper was commenting on the Thai Government’s decision to begin negotiations for the withdrawal of 48,000 American troops, mostly airmen, from bases in Thailand. “Bangkok World” said: “The not-so-secret raids on Laos have had a measurable impact on the increasingly aggressive enemy activity in that nation, and it seems likely that this Communist pressure—more directly important to Thailand than even that in South Vietnam—would be benefited by a reduction of the immediacy of the American
