P.M. Favours Appeal Clause In Bill
(New Zealand Preu Association) WELLINGTON, July 27. The Prime Minister (Mr Holyoake) believes there should be an appeal clause in the Security Intelligence Bill now before Parliament.
I He gave this “personal opinion” during a question-1 and-answer session in Wei-' ! lington. The bill, which is under review by the Statutes Revision Committee, establishes the service as a separate Government department under a Minister. The majority of submissions to the committee on the bill urged inelusion of an appeal clause which would enable suspected “security risks” the right of appeal if. their position had been lm-| paired as a result of investigation. The bill is expected to be reported back to Parliament early next month. Mr Holyoake emphasised! that the committee’s delibera-!
itions were privileged, but his ■ personal opinion was that the bill should contain an appeal I clause and whoever was in • charge of the security service should be under the control i of a Minister.
