Rogers Blames Both Sides

WASHINGTON, July 4.

The United States Secretary of State (Mr William Rogers) has urged both sides in the two-year-old Nigerian civil war to allow supervised relief flights into Biafra. Deploring both sides’ attitude to the International Red Cross, he said: “ . . We should be absolutely clear that in the last account, only the parties themselves have the choice of life or death for their people.” The Nigerian Government has announced that it is taking over the role formerly played by the International .Red Cross in moving food and other assistance to war refugees. Pope Paul has offered to send Roman Catholic relief flights into Biafra directly from Rome if necessary to be sure that no arms were aboard. Dr Okoi Arikpo, Nigerian Commissioner for Foreign Affairs, said in Rome.
