Pilot Scheme Possible

The Nixon Administration will seek Congressional approval this year for its plans to share Federal revenues with State Governments, and to use tax incentives to help the poor and unskilled, a senior adviser to President Nixon disclosed today. Dr Arthur Burns, a former chairman of President Eisenhower’s council of economic advisers, told a press conference that the administration might try a pilot programme in one region to test the potential success of its planned use of tax credits as an incentive for United States business to build factories in poor areas and provide jobtraining for the unskilled.
