Picket Plan Dampened

BELFAST, May 11.

Heavy rain yesterday, and a certain amount of apathy, spoiled arrangements for a picket of Northern Ireland by the Civil Rights Movement. Only small groups of supporters turned out, instead of crowds. And at what was to have been the grand climax, a rally in Guildhall Square, Londonderry, an audience of 200 dwindled to 50 before the meeting ended. A surprise speaker was Miss Bernadette Devlin, M.P., who told the meeting: “Revolution does not mean violence, but change, and I am not ashamed to be described as a revolutionary.” The only notable action in Londonderry yesterday came when eight families became squatters in a block of unoccupied houses on a Royal Navy establishment site.
