The Lebanese Army High Command has announced that work has begun on fortifications at 43 border villages and on arming their inhabi-

tants to help in defence. Trench-digging is under way in all villages facing Israeli positions across the cease-fire line.

The Army has also submitted to the Government a resolution urging conscription for the first time. The Minister of Defence .(Mr Hussein Oweini) told a news conference that the Government had agreed to the principle of conscription, and* the resolution may be approved today.

It calls for the drafting of i' every Lebanese over 18 years; into the armed forces for 12-months service.
