Sir, —The present Canterbury Public Library levies for non-city borrowers penalise a minority for the malorganisatioa of the local bodies. The extra cost of issuing books to non-city borrowers is negligible in terms of additional staff required. It does not require further staff to issue more books, rather the efficiency of the existing staff is increased. Thus the 10c levy is being used to emphasise that county councils should contribute to the running of amenities which they use—not to pay the additional costs of lending an extra quantum of books. Since these tactics have failed to arouse the outlying local bodies the levies should now be removed.—Yours, etc., INHIBITED READER. November 5, 1968.
