WASHINGTON, Sept 11. The Senate Foreign Relations Committee failed to muster a quorum yesterday to consider the treaty to curb the spread of nuclear weapons, the Associated Press reported. But other developments indicaied''that the non-prolifer-ation pact—which lost considerable Congressional support because of the Soviet invasion of Czechoslovakia—might be showing signs of a revival. The acting committee chairman, Mr John Sparkman, listed the treaty for action at a meeting tomorrow and said he felt “rather hopeful” there would be enough votes for approval. > There had been uncertainty as a result of Soviet actions in Eastern Europe, whether the committee would take up the treaty at all for Senate ratification in this session.
