The security for the loan shall be a special rate of .0044 cents in the dollar on the capital value of all rateable properties within the Waimairi County Water Supply areas and those areas to which the supply is to be reticulated. It is not proposed to levy or collect the special rate, but to meet annual charges on the loan from the revenues of the Water Supply Account.
