Humphrey’s Warning (N.Z.P.A.-Reuter—Copyright) NEW YORK, Sept. 3. Hanoi must be made to understand that there was no point in attempting to prolong the Paris peace talks because of the United States elections, Vice - President Hubert Humphrey said here today. Mr Humphrey, the Democratic Presidential candidate, said during a television interview that he wanted a ceasefire in Vietnam “right now, including the halting of the bombing—a total cease-fire. “I think it is important . . . that we make it very, very clear to Hanoi that they should negotiate now, that they ought not to wait to see who’s going to win this election, that they ought not to stall,” Mr Humphrey said. “The time for a cease-fire is now. The time to negotiate is now. Don’t stall. Don’t expect that an election, Mr Communist, is going to get you a better deal. The time for you to negotiate is at this moment,” Mr Humphrey said.
