Emergency Powers

The Papua-New Guinea House of Assembly last night authorised the territory’s Commissioner of Police to give civilians full police powers In an emergency. Introducing the- bill, the Secretary for Law, Mr W. W. Watkins, said it would be used only in "exceptional circumstances.”
As well as individuals, all members of an approved organisation could be given police powers, Mr Watkins said.
