QUESTIONS ON COST
Civil Defence Officers
The appointment of a fulltime civil defence officer, recommended by the Christchurch Civil Defence Committee, and possibly an administrative assistant, opened the whole question of the Civil Defence Organisation and its cost, the finance committee reported to the City Council last evening. “It may be some surprise to many to know that a good deal of staff time has been given by the council, the cost of which has apparently never been charged to the Civil Defence Committee,” the report said. “If the cost is to be increased considerably the question will arise as to apportionment of all costs, including provision of office, telephone, typing, stationery, etc. The whole matter should be looked at carefully before the council commits itself." The Civil Defence Committee has recommended that there be a full-time officer to replace Mr J. F. Moffat, who has resigned, and has recommended a salary of $3600 a year, with a $4OO car allowance.
The council agreed that the chairman of the finance committee (Cr H. P. Smith) and Crs G. D. Hattaway and A. R. Guthrey should have discussions with the Mayor (Sir George Manning) and Cr D. B. Rich (Waimairi), who are members of the Civil Defence Committee.
