Report Of Expansion (N Z. Press Assn.—Copyright) WASHINGTON, April 21. The Chinese Communist Army, the largest in the world at 2.7 million men, appears to be expanding, top Government analysts report, according to the “New York Times” news service. Peking is reported to be resorting to the draft, after a three-year hiatus, but without discharging men. China speciadists generally view the expansion as part of an effort to bolster the army for internal assignments stemming from disruptions caused by the cultural revolution. Many military and civilian analysts believe that, while the army has remained generally loyal to Mao Tse-tung and the Defence Minister, Lin Piao, ranking officers for the most part favour rapprochment with the Soviet Union, less emphasis on the external expansion of communism and greater stress on consolidating power within China and improving living conditions.
