Nth. Vietnamese Blame U.S.
(N.Z.P. A.-Reuter —Copyright) HONG KONG, April 21. Hanoi’s official daily, “Nhan Dan,” accused the United States today of escalating conditions for preliminary contacts on Vietnam.
A commentary in the paper quoted by the North Vietnam News Agency, said the United States Government had, within a few weeks, completely changed its attitude. “Instead of going ’any place,’ it has set two. and then four conditions for contacts,” it said. The newspaper again called on the United States to accept either Warsaw or Phnom Penh as a site for Vietnam talks. The article said the United States Government had changed its tone after Hanoi showed its good will by offering Phnom Penh or Warsaw as a venue for contacts. “Again, on April 18, President Johnson spoke of what he called the four things you have to have,” “Nhan Dan” said. “The same day, the Secretary of State, Dean Rusk, propose da series of alternative sites. “So doing, the United States Government tries to make people believe in its ‘good will’."
