Sir Francis Hill, who is a member of the Royal Commission studying local government in Britain said, “The sort of problem we are facing is how to have a unit which is efficient and effective, yet at the same time retaining a viable democracy.” The commission's report would probably be ready next yeat, he said, but the findings would not necessarily be of any value in New Zealand because local body problems here eould be entirely different.
