AUTOMATIC PENALTY
Late Scratching Of Horses
In an effort to reduce the number of horses scratched after the expiry of the time of reentry, the New Zealand Trotting Conference executive is to consider amending the rules to enable the stipendiary stewards to inflict an automatic penalty on offenders.
The emergency committee has been asked to frame a suggested amendment to the rules and present it at the next meeting of the executive, on April 6. The rule ' amendment is to cover the case of a horse already in the field being scratched after the time of re-entry deadline, by requiring the connections to supply to the stipendiary stewards a good reason for the late scratching. In default an automatic penalty will be applied. The executive felt that, particularly in the North Island, owners, trainers and horsemen were being deprived of racing opportunities because of careless or deliberate late scratchings.
