Pope Paul’s Council of the Laity opened a weeklong meeting In the Vatican yesterday to discuss plans for setting up lay bodies around the world that will have a bigger say in church work. These bodies, which will consult and advise local bishop* in diocesan affairs, were proposed by a congress of 3000 Roman Catholic laymen in the Vatican last September.
