The opening yesterday of the second United Nations Conference on Trade and Development (U.N.C.TA.D.) was marked by two protests against South Africa’s participation because of her apartheid policy.
The first business session of the conference had been in progress only a few minutes when the Uganda delegation broke into the prepared agenda to challenge South Africa’s right to attend. The secretary of the conference then read an already prepared legal opinion which said that South Africa was entitled to attend and no resolutions had been passed which provided for suspension or expulsion from the conference of any State which was entitled to attend. The matter was dropped.
