Mr M.B. Hayes New Town Clerk
Mr M. B. Hayes was appointed Town Clerk and chief executive officer by the Christchurch City Council last evening. He replaces Mr C. S. Bowie, who retired recently. Mr A. T. Black was appointed Deputy Town Clerk.
Since 1962 both officers, have been assistant town clerks, Mr Hayes having the: designation “executive” and Mr Black “administrative.” Both have spent their working lives*in local body service. Mr Hayes, who is 54, was educated in Geraldine and joined the Geraldine Borough i Council office staff in 1930! After two years and a half he went to the Cheviot County Council as assistant county clerk and in 1936 joined the New Brighton Borough Council as assistant town clerk. For about 18 months beforej the borough was amalgamated with the city he was Town Clerk. After brief service with the City Council he spent four' years in the Army in New Zealand and overseas before returning to the council early in 1946 and doing the work of a committee clerk. For several years he was assistant town clerk-public relations officer. Mr Black was born and educated in Christchurch and joined the council’s staff as an office boy 37 years ago. He spent 14 years in the treasury department, six years as a committee clerk, and seven
years as the senior committee clerk before being made an assistant town clerk. His work was interrupted by war service. He was in the second batch of New Zealanders to go to Canada early in 1941 to train as pilots, and then served with the Royal Air Force in Britain.
