Offer By Thieu

The South Vietnam Presi-dent-elect, Lieutenant-General Nguyen Van Thieu, planned to send a letter to Ho Chi Minh calling for a meeting between North and South—and offering a bombing pause if the meeting were held, a Government spokesman said yesterday. The spokesman said the letter would be sent within a few days of General Thieu taking over as President on October 30.
General Thieu’s letter would tell the North Vietnamese leader that if a meeting were not immediately acceptable, the offer would stand for any future occasion, be said.
