The Road Toll
Sir,—“Phred" does not mention the points system. If putting the bad driver off the road is “negative thinking,” his remarks on the road toil
are positively destructive, for bad drivers cannot be educated to drive powerful cars safely at speeds above the legal limits, for which “Phred,” apparently, has nb respect. The sorry fact is that one driver in six is dull enough to make education difficult, while at least one in 10 is mentally and emotionally unfit to learn. No teaching can replace experience. Intelligence tests could be replaced by minimum levels of literacy and vocabulary, but there is no other sure way of screening the driver before licensing him. Give him the benefit of the doubt until he is seen to be a bad driver in practice; then withdraw the privilege of controlling lethal machinery immediately and without mercy.—Yours, etc., VARIAN J.
