South Vietnam’s constitutional Assembly yesterday began discussions on a preamble for the projected constitution after completing debate on all 117 articles of the draft document. When the final draft is completed—to meet the deadline of March 27—it must be submitted for approval by the ruling military junta. The constitution, which is to be promulgated by May, is supposed to serve as the basis for a switch from military rule to elected civilian government
