The Formosan amateur, Hsu Sheng-San, yesterday won the Philippines Open golf title by firing a brilliant five-under-par 67 in the last round for a total of 283, Associated Press reported. Hsu beat out veteran Filipino professional, C. Tugot, by one stroke. In third place, on 286, was Chen Ching-Po, a Japanbased Chinese professional. The closest of the six Australian competitors was P. W. Thomson, on 296. Thomson had a final round of 73. The American Open champion, W. Caster, had 289.
