Mine Haiphong Says Taylor

General Maxwell Taylor, the former United States Ambassador to Saigon, said last night that the bombing of North Vietnam should be stepped up and Haiphong harbour should be mined.

He said that he agreed with the Defence Secretary, Mi Robert McNamara, who said that bombing could not be the decisive factor in the war’s outcome.

“But it certainly is a very important contributing factor” he said.

“Having reached that level of pain, I would say you must retain it, or even increase it, if indeed our purpose is to bring the other side quickly to a negotiating table where we can settle this thing.”
