ACCIDENTAL BOMBING

American planes jettisoned 23 bombs over North Vietnam when they spotted enemy MiG jets in a raid last month, United States intelligence sources reported today. They cited this as one case of an accidental bombing that may have resulted in damage to civilian areas. The sources commented after viewing aerial photographs of the war. But some of the civilian damage, they suggested, also could have been caused by North Vietnam’s own aircraft and sur-face-to-air missiles. The Johnson Administration has said repeatedly that United States air raids in North Vietnam are directed strictly at military targets.
