Reliable sources said France, which supports Peking’s demand for a seat for China, would criticise the plan to establish a committee to review the entire question and report back within 12 months. The plan was tabled yesterday in the form of a draft resolution by Belgium, Bo-

livia, Brazil, Chile, Italy, and Trinidad and Tobago. The United States backed the plan, but Russia and Albania led the anti-Peking onslaught on it, describing the suggestion as a time-wasting device. The Albanian speech in particular dampened the slim hopes that Peking would cooperate with any United Nations committee and enable the Assembly to break free of the deadlock which has characterised its debates on the problem for 17 years.
