The Atomic Energy Commission yesterday announced it had recorded signals indicating that the Soviet Union had conducted an underground nuclear test. It said that the signals yesterday were equivalent to those of a nuclear detonation in the low to intermediate yield—between the power of 20.000 and 200,000 tons of T.N.T. The test was believed to have taken place at the Soviet nuclear proving ground at Semipalatinsk. No radio-activity was detected, indicating that the detonation was underground, the commission said. The limited test ban treaty signed in August, 1963, prohibits nuclear detonations in the atmosphere, underwater and in space, but permits them underground.

Lobster Venture.—A plan is being worked out to form a joint Japanese-Australian firm for lobster fishing in waters around New Guinea.
