‘Right Forfeited By S. Africa’

(K.Z.P.A. Reuter—Copyright) NEW YORK, October 20. Britain told the General Assembly yesterday that South Africa had forfeited the right to administer South-west Africa and methods and means must be found to enable all the people there to proceed to self-determination.

Lord Caradon, the chief British delegate, said that in pursuing this aim they should first study all the relevant questions and then proceed by considered and deliberate action within their clear capacity.

“In pursuit of that aim and in such a concerted and urgent examination of methods and means to achieve it, my Government is prepared to play a full and constructive part,” he said. Britain stopped short of a flat demand for the United Nations to take over the mandate of South-west Africa.

The Assembly resumed its debate yesterday, in spite of earlier reports that it might call off the debate to enable further private consultations to take place.

African and Asian members of the United Nations had been reliably reported ready to consider a compromise solution of the question on condition that the General Assembly voted to terminate South Africa’s mandate over the territory. Informed sources said that

voting on the question, which had been expected to be taken last night, would be deferred until tomorrow.
