NUCLEAR BAN

Efforts By Russia (N.Z. Press Association) AUCKLAND, Sept. 19. The problem of general and complete disarmament was regarded as the primary task of the Soviet Union, the second secretary of the Russian Legation in New Zealand, Mr S. Semenenko, told Auckland Rotarians today. The importance of the arms problem had not lessened but had grown immeasurably, he said. “Of course, at the present juncture with the international situation exceedingly tense with a war going on in Vietnam, the adoption of concrete disarmament measures would hardly be favoured,” he said.

“However, several important measures could be taken to, at least, arrest the further stockpiling of arms and the growth of military production. “One such measure could be the conclusion of a treaty of non-proliferation of nuclear weapons on a basis that would rule out all possibilities of the further spread of nuclear weapons.”

Another such measure could be the banning of all nuclear tests, he said.
