September 1 The South Vietnamese Government today replaced the country’s navy commander' after a series of Viet Cong: attacks on shipping in the waterways between Saigon and the sea. Captain Tran van Phan, commander for two years, was dismissed because he had failed to assure the safety of American and South Vietnamese ships. Viet Cong guerrillas have made three major attempts to blow up shipping in the main channel to Saigon in the last 10 days.
