Criminal Violence
Sir, —Let me say at the outset that there is a crying need for rehabilitative schemes in this country. However, these are just physically impossible to implement from within a prison which should surely be the punitive arm of justice. No-one can deny the validity of a system of punishments for severe criminal acts, but to attempt to combine them with permissive rehabilitation schemes is only to confuse inmates and staff alike. In the punitive sphere, then, lies the present case for reinstating capital punishment *• for the murder of prison officers and the police in the execution of their duties. For while history has largely proved the ineffectiveness of capital punishment for murder in the public sphere, there is no other way to sufficiently deter someone who, under the present system, has absolutely nothing to lose by killing in order to make his escape.— Yours, etc., HO.
