In an editorial, the official Communist Party newspaper, “Rodong Shinmoon,” has singled out the Soviet Union as a country w’ith which she wants closer friendship. This followed an editorial in the paper in which North Korea made a clear declaration of neutrality between Russia and China after a period of Peking-orientated policy.
