Sir,—You would deny the soundness of the motto, “Be Prepared.” Seth Newell, however, attacks me for my defence of the principle. Man at the present stage of evolution has a dual nature. He can be both pacifist and aggressor. Within the State the maintenance of order is a major task. Law restrains individuals, but nations are just -as eager for gain. Germany was not deterred by world public opinion. There are no real grounds for thinking that a new aspirant will be. ‘Speak softly, but carry a big stick” is the best safeguard for peace.—Yours, etc.,
