Parking By-laws Reworded

Reworded parking by-laws were approved by the Lyttelton Borough Council last evening without discussion.

The rewording was discussed by the council at a meeting early in July, but after a motion to refer the matter to the by-laws committee and an amendment that the old by-laws be rescinded had both been defeated, the meeting continued with other business. The Mayor (Mr J. B. Collett) told the same meeting that the old by-laws were vague and might not stand up to a test The order paper presented to last evening’s meeting said the Mayor had lodged notice of motion concerning the by-laws. He would move that all resolutions previously passed by the council relating to the restriction of parking on Norwich quay, I Canterbury street London [street and Oxford street be i rescinded.

Ten-minute parking was proposed for the seaward side of Norwich quay from Oxford street west to the western end of the Post Office building, and on the northern side of Norwich quay from Oxford street to the western end of the Canterbury Hotel building. Thirty-minute parking was proposed for both sides of London street from Oxford street to Canterbury street, the west side of Oxford street from London street to Norwich quay, and on the seaward side of Norwich quay from the west end of the post office building to the west end of the New Zealand Shipping Company’s building. The same limit would apply to the north side of Norwich quay from the west end of the Canterbury Hotel to the west end of the Thomas building. Weeds Growing.—Fennel and boxthorn was now growing profusely around the main water reservoir, the council was told. All pumps,

motors and electrical equipment were in good order, but the roadway to the reservoir was overgrown with grass and in places had been washed away. It was decided that the weeds and the state of the road shoud be investigated. School Parking.—There was not enough parking near Diamond Harbour School for parents collecting children, and a blind bend caused danger, a letter from the school committee said. It was decided that the traffic committee and the traffic officer should meet the school’s head teacher and members of the committee to discuss the problem. Sewerage Work.—Progress on the Diamond Harbour sewer extension had been very good in the last month, the works overseer (Mr F. Davidson) reported. Electrical Work.—Seventynine appliances were repaired and 63 consumer complaints were attended to during June, the electrical overseer (Mr R. P. Miller) reported. Fourteen street lights were replaced, and all under-

veranda fluorescent light fittings were checked and cleaned. Laying power, street lighting and water heating control cables in the new Foster terrace sub-division was completed.

Grants.—The finance committee recommended that a grant of £5 be made to the Canterbury Amateur Sports Federation to go towards expenses at the Empire Games. Contributions of £l2 10s should be made this year and in 1967 and 1968 to the Christchurch Pan Pacific Arts Festival, the committee recommended.

Hotel Lease.—At a special meeting, the council approved a new lease of the British Hotel to Harbour Hotels Ltd. for 20 years.

Reservoir Tender.—Subject to Ministry of Works approval, the council decided to accept the tender of Wroth’s Cement Tanks Ltd., of £3755 for the construction of a 100,000 gallon reservoir in Cressy terrace. There were six tenders.
