(N.Z.P.A.-Reuter—Copyright) CHICAGO, July 18. More than 2700 National Guardsmen called out to patrol Chicago’s streets in the worst outbreak this year of American racial violence ended their duty early today. Local authorities believed the area was returning to normal after last week’s riots which resulted in the death of two Negroes, numerous injuries and arrests, and heavy damage to property. But authorities said the part-time troops, who are riot-trained and had orders to shoot if fired on, might return to patrol tonight
