QUEEN OPENS PARLIAMENT

(N.Z.P.A. Reuter—Copyright) LONDON, April 21. Britain’s Labour Government is expected to give high priority to two basic planks of Socialist policy—steel and urban land nationalisation—when its new legislative programme is announced in Parliament today.

The Queen will disclose policy details of Mr Harold Wilson’s second administra-

tion in a traditional Speech in the House of Lords. The speech formally opens the new Parliament after Labour’s big March 31 General Election victory. For the first time millions of people will see the inside of the House of Commons on their television screens. Until now, television cameras have been allowed only inside the Upper Chamber where the ceremony itself takes place. In spite of pledges for a State take-over of the steel industry, and a partial nationalisation of some urban building land, Mr Wilson has made it plain that his broad strategy will be to continue the middle-of-the road policies of his first 17 months in power. A liimited State control of some urban building land is a relatively new idea, however, and is part of Labour’s overall strategy to halt the spiralling cost of housing. Mr Wilson and the Conservative Opposition Leader, Mr Heath, will both make wideranging speeches later today However, the first big clashes are not expected until later in the Week-long debate.
