Value Of Model Doubted
It would be wrong for the Christchurch Regional Plan-| ning Authority to prepare a i model of the motorway across 1 North Hagley Park or any! other part of the master trans- ■ port scheme, the chairman ofj the authority (Mr E. J. Bradshaw) said yesterday. There was a lack of public I understanding of the roles of the authority and the constitu-l ent local bodies, he said. The : authority's job was to prepare a plan, and then go as far as it could with the detailed design work. The actual detailed design work was for the City Council and the other local bodies.
While the authority could prepare a plan, it would be wrong for it to do so, as it might be architecturally incorrect. This would be particularly the case on the motorway crossing North Hagley Park, for the City Council had decided that it would engage a landscape architect for the project. His ideas might be at complete variance with those of the authority's staff and members.
While a model would be possible, it would be of no real value, Mr Bradshaw said, and it would involve the authority's depleted staff in time which would be better spent on detailed design work. There was a world-wide shortage of town planners and traffic engineers, and the [authority suffered from this lin common with all other town-planning bodies.
