The European Common Market Council of Ministers may be baulked in its attempts to get community business moving again by lingering Cabinet crises in Italy and Belgium. The permanent represents-j tives of the six member nat-j ions arranged in Brussels last: night a meeting of the coun-j eil of Ministers for February 28 and March 1, authorative sources said. But there were fears that the meeting might have to be put off, if neither Italy nor Belgium has a working Government by that date.
