SLOWING WAR
Proposal By U.S. (N.Z.P.A.-Reuter—Copyright) WASHINGTON, Jan. 6. The United States invited North Vietnam yesterday to join in a mutual reduction of fighting as a possible first step towards peace. The proposal was voiced by the American Ambassador (Mr Goldberg) in a public letter to the United Nations membership. It obviously was designed to be heard by Hanoi, which is not represented in the United Nations.
In the letter, the United States acknowledged publicly that “a reciprocal reduction of hostilities could be envisaged.” Use of this phrase came after recent hints from United States officials that the Administration was thinking of bringing the widening conflict under some measure of control by a tacit mutual understanding with the Communist side without any formal agreement.
Safely In Dock.—The Dutch motor vessel Ingkabir has docked safely in Fishguard, after securing her shifting deck cargo of highly explosive chemicals.—(Fishguard, Wales, January 6.)
