ARMS TALKS
‘China Not Willing’ (N.Z. Press Assn—Copyright) WASHINGTON, November 25. China had repeatedly rejected American requests that it enter into disarmament discussions, officials said today.
The requests were made several times in secret diplomatic talks in Warsaw, the officials said.
The Chinese had Invariably responded to American approaches on disarmament with the reply that the first matter to he settled between Peking and Washington was Formosa.
There had been 127 United States-Chinese ambassadorial meetings since the guerrilla Chinese Communist Party seized power in 1949, both at Geneva and Warsaw. The next was scheduled for December 15 when the United States would be represented by its new envoy to Poland, Mr John Gronouski. Officials insisted that no change in basic United States policy was necessary to allow talks with China on disarmament.
The United States had recognised for many years that if disarmament agreements were to be effective, they would have to include China, the officials said.
