Hanoi Affirms Conditions
(N.Z PA.-Reuter—Copyright) MOSCOW, Aug. 25. North Vietnam affirmed today that its conditions for a Vietnam settlement remain unchanged, and that reports of Hanoi “concessions” are baseless. The North Vietnam Embassy in Moscow said that a four-point “peace plan” put forward by Hanoi in April was still “the basis for any political and the most correct solution of the Vietnam problem.”
The Embassy issued a rare explanatory statement in answer to week-end reports by Lord Brockway, chairman of the British Council for Peace in Vietnam, that North Vietnam no longer insists on total American withdrawal before negotiations or a ceasefire.
