Kashmir Capital Sealed Off

NEW DELHI, August 11. Srinagar, the capital of the Indian sector of Kashmir, has been sealed off to civilians after clashes between Indian security forces and armed Pakistani “infiltrators.”
The Srinagar District Mag-| istrate banned the movement! of civilians in and out of the' city to facilitate the round-1 up of infiltrators, who. Indial says, number between 1000; and 1200. The Indian Information Minister (Mrs Indira Gandhi) told reporters in Srinagar last night that Indian security forces had inflicted heavy casualties on infiltrators who had killed many armed Kashmir police. She said there had been no sign anywhere of a revolt in Kashmir as reported by Pakistan Radio. Reports reaching Karachi spoke of heavy fighting, and a Pakistani Defence Ministry spokesman in Karachi dismissed India’s allegations of Pakistani infiltration as a "totally baseless and deliberate fabrication." India has protested both to Pakistan and the United Nations.
The United Nations Secre-tary-General, U. Thant, urged both sides to use the utmost restraint and expressed very great concern at the situation.
