MEN AND FUNDS
American Plans (N.Z. Press Assn.—Copyright) WASHINGTON, Aug. 5. The United States Government disclosed plans yesterday to increase the nation's fighting forces by 340,000 men and asked for 1700 million dollars in additional emergency defence funds. Both steps are primarily because of the Vietnam situation, the Associated Press reported. However, the increased manpower does not mean the prospective dispatch of that many additional men to Vietnam. President Johnson asked Congress for the 1700 million dollars “to increase our military strength in Vietnam." The Secretary of Defence, Mr Robert S. McNamara, outlined the proposed manpower build-up in testimony to a closed Senate appropriations hearing. Mr McNamara told the Senators that the Viet Cong now hold the initiative in Vietnam.
But he predicted that South Vietnam, with the aid of additional United States fighting forces, would win in the long, hard pull ahead.
