Vatican Paper On “Spheres” (N Z P.<4 -Reuter—Copyright) VATICAN CITY, August 5 The Vatican weekly “Osservatore Della Domenica” has called for an “effective neutralisation” in Vietnam, which would not, however, be just a screen for a retreat by the West. It said that the Vietnam situation was a dramatic result of the system whereby the great Powers divided up spheres of influence, without regard to the right of self determination. Under such conditions, to join South Vietnam to the Communist system would merely extend a non-Western snhere of influence, and might presage further similar developments. This was the reason why the Americans and some British Commonwealth nations had taken a firm stand, the journal said.
