MANILA, July 13. Floods devastated eight towns in Cotabato Province in the Southern Philippines and killed 17 persons as a typhoon swirled nearer the Philippines, according to reports reaching Manila today.
About 500 families have been left homeless by floodwaters from the swollen Rio Grande de Mindanao and its tributaries. At least 200 others have been cut off.
The typhoon, with centre winds of 100 miles per hour, was reported today to be about 360 miles east-north-east of Manila moving north-wes-terly towards the northern Luzon area.
